Notes Plugin Requires Maximize Before Minimize

The first time I open up Notes after logging in, if the "Hide notes from taskbar" option is unchecked, the Minimize option is greyed out until I maximize and then unmaximize the window.

I'm on Xubuntu 25.04, xfdesktop version 4.20.1, Notes 1.11.1, running on Xfce 4.20 with X11.
