Panel plugin button has yellow background

The Notes button in the panel recently has a yellow, not transparent, background.

It was mentioned in this Xubuntu report and can be seen in this Xubuntu 22.10 review video.

In some Gtk Themes, like Menta, the right-click menu is also yellow (though that may be a theme issue on their part, thought I'd mention it in case they're related).
