Bug report: panel widget doesn't scale on rows in Deskbar mode

Hi there, just spotted a little beauty issue, hoped for a fix someday. 😄

Spotted on Manjaro XFCE.

Required steps to reproduce:

1: Create new desktop panel

2: Select Deskbar mode

3: Increase number of rows to 2

4: Add Free Space Checker

Expected result: Free Space Checker widget displays spread over the two available rows, and centers

Actual result: Free Space Checker widget only claims the leftmost row, easily cropping the text, and aligning left
