Ignoring "Time, then date" option in Deskbar panel

Step to reproduce:

1. Panel Preferences -> Mode: Deskbar
2. Choose DateTime Format: Time, then date
3. Logout
4. Login
5. Visual DateTime format in panel: Date, then time (should be Time, then date)
