${XDG_CONFIG_DIRS} is not a part of directory name

Description
In https://docs.xfce.org/apps/terminal/advanced and in manual page of xfce4-terminal there is
${XDG_CONFIG_DIRS}/xfce4/terminal/terminalrc and ${XDG_CONFIG_DIRS}/xfce4/terminal/accels.scm
but they are not valid directories as ${XDG_CONFIG_DIRS} is a colon separated list of directories.
Configuration should maybe be read from several files, see https://specifications.freedesktop.org/basedir-spec/basedir-spec-latest.html
