Meson build requires networking to build docs

Building with Meson needs network access to run this command. With the autotools build, that was only run if you were building with maintainer mode.

This may cause surprises or issues for distribution packagers where network access is restricted or not available. On Solus, for instance, our package build system disables networking by default in the build environment, though we can turn it back on if a package really requires it, and has a good reason.

Our docbook-xml package didn't get pulled in, thus causing the issue. Nevermind.

It would have been nice to be able to check for this package, but hey, maybe it's not worth the headache.

Another xfce component concerned by this is thunar, by the way.

isnt it still a bug that it points at an online url instead of using the local one from docbook-xml/xsl package ?

I would say yes.

I assume without internet the url will simply be used for looking up stylesheet in local catalog (see this comment)?

Confusing yes, to say the least. So there's no real problem? We don't check for this docbook-xsl package, but who does, since there's no way to do it simply/cleanly? I also see that glib now uses the rst format and rst2man, but is the migration worth it? Most of our components don't have a man page, by the way...

Well, I've lost the motivation for this thing, I'll leave it open if anyone wants to tackle it... :)

It depends on how likely people will edit the files I guess, there is pandoc -f docbook -t rst xfce4-terminal.xml that can automate part of the migration
