Adjusting width and height of drop-down mode causes fullscreen

Description

To duplicate under Gnome 3.22:

a. Set width and height slider to 100% for drop-down in preferences b. Try to lower height slider c. Gnome switches window into fullscreen mode

I had this same issue in terminix and used xfce4-terminal to confirm it. In terminix I resolved it simply by only allowing the height to go 90% of screen height.
