Lock screen uses last active window's language instead of default keyboard language

It is fully reproduces the bug https://bugs.launchpad.net/unity/+bug/1286910

It is possible to change the keyboard layout (by key combination and by mouse click) but it is very annoying to switch layout in some 'random' cases.

The keyboard language for password entry should not be inherited from the user application/window. It should be set to default keyboard layout.

It's better to switch off caps-lock and num-lock also.
