Change "…" to "..." for consistency

Description

Perhaps change: msgid "_Notification settings…" To: msgid "_Notification settings..."

It seems most other Xfce translations use "...".

I don't think this is worth it, as translators will all get notified that they have to update this string, which is not a good use of volunteer time.
