Get rid of encoding selection dialog

Description

I wonder... if i open a file that is not UTF-8 encoded i get a dialog to select encoding... and the dialog is showing a text area. Why not just use the regular Mousepad text area in a tab and then have the encoding selection and buttons on something like a bar. That way you only have to deal with one window and easier to just close it if you want out. Right now if you want out first you have to close the dialog and then close the window.
