Feature Request: Option to open files in new windows

Currently, the opening mode only affects opens at the application level (ie from the command line). I realize this workflow might be quite niche, but I prefer to have all my files open in new windows (via File->Open or Ctrl-O as well). Since there's already an option for opening mode, is it possible to make that apply to window-level opens as well, or add an option specifically for window-level opens?
